- A victim who was injured or died because of a violent crime
- Someone who came to the aid of a crime victim and was injured or killed
- First responders who were injured or killed while responding to a crime
- Anyone who is authorized to act on behalf of a victim who is a minor, incapacitated, or deceased
- Anyone assuming the legal responsibility or paying crime-related bills
- A dependent of a deceased victim
- An immediate family or household member who requires crime-related mental health care
